David R. Williams, Ed.D., is currently full-time faculty and program director in the Emergency Management program at Adelphi University. Dr. Williams focuses his work on emergency management qualifications, and training and developing incident management teams. Prior to joining Adelphi in the fall of 2017, Dr. Williams worked as a lead instructor and trainer for the New York State Division of Homeland Security and Emergency Services in the New York City and Long Island region since 1996. He currently serves as the training specialist for the New York State Incident Management Team and the New York State Wildfire and Incident Management Academy.

Dr. Williams worked for New York State Department of Transportation for 30 years and served as the emergency manager for 15 years. During that time, some of the responses included: presidential declarations for blizzards, flooding, hurricanes, nor’easters, wildfires, presidential visits, TWA 800, WTC ‘93 and ‘01, influenza and numerous planned events. He has served as a subject matter expert to Department of Homeland Security projects: Regional Catastrophic Planning Grant, Department Homeland Security Applied Science Center, and the Long Island Area Maritime Security Committee. Dr. Williams has been a NY State Certified Planner and Engineer since 1991 with management assignments in emergency management, transit, maritime transportation system, economic development, utilities, project management, public relations, charitable giving, community assistance and special projects of departmental significance.

Dr. Williams is a member of the New York State Incident Management Team, the All Hazard Incident Management Team Association, the New York State Wildfire and Incident Management Academy staff. He received a Meritorious Public Service Award from the US Coast Guard Commandant, a Career Excellence, Emergency Management Award from the NYS Transportation Commissioner, Meritorious Instruction Award from the NYS DHSES Regional Director, and numerous other acknowledgments from other agencies.

His M.B.A. thesis in Intermodal Transportation Management addressed Long Island supply chain continuity. He earned his Ed.D. at Dowling College with his dissertation focused on Coaching Continuance of Society, which addressed community preparedness training needs.
